In Ephesians Paul requested prayer for all believers, and for him to boldly share the Gospel. A couple years later he again urged prayer for all men, and for people to be saved. Paul gave this urging only a few verses after he shared that God's grace had saved him - the worst of sinners. Paul wants us as believers to pray for souls to be saved. No one is beyond the power of God's grace.
