The Apostle Paul wrote to believers in Rome whose faith was already spoken of widely. But Paul longed to impart to them a spiritual gift to help them become more established. He wanted to preach the gospel to them. We all need the gospel. Jesus began his ministry preaching the gospel. And we need to accept it by faith since it is the power of God for salvation to everyone who believes.
